BACKGROUND INFORMATION

Malta has now transposed the EU Pay Transparency Directive into national law through the Equal Pay (Transparency and Reporting) Regulations, 2026, introduced by Legal Notice 173 of 2026 and published in the Government Gazette on 5 June 2026. The Regulations implement a new local framework on equal pay, pay transparency and gender pay gap reporting, creating practical obligations for Maltese employers across recruitment, employment relationships, pay structures, employee information rights, reporting, and remedial action

    Speaker's Profile

    Michael Agius joined Deloitte in early 2022 as a member of the In-House Legal team and as the DPO of Deloitte Malta, and as of June 2025 is a Senior Associate at Deloitte Legal, where his focus is the drafting and reviewing of documents, contracts and policies, the delivery of training, and the provision of advice concerning employment law, health and safety, commercial & corporate law and data protection. He is a warranted advocate by profession. Throughout his experience, Michael has dealt with complex matters ranging from cross-border mergers with TUPE considerations, collective redundancies, posted workers and digital nomads, discrimination, equal pay and harassment claims, workplace investigations and disciplinary hearings, whistleblowing, employee monitoring and recording, and trade union strikes and collective bargaining. Michael has also had extensive experience relating to seafarers, ship captains, flight crew and pilots, and has assisted both employers and employees across various industries. Having previously worked at one of Malta's largest law firms, Michael has also presented and defended several cases before the Industrial Tribunal and the Data Protection Appeals Tribunal and has argued and defended several claims and cases before the Courts of Malta in both their Inferior and Superior Jurisdictions. Michael is a member of the Malta Employment Lawyers Association, the Chamber of Advocates Malta, the Malta IT Law Association, and the International Association of Privacy Professionals. He also lectures on EU labour law at the University of Malta, delivers training sessions on employment law, data protection and health and safety regularly, and is a guest speaker at Maltese HR related events and conferences.
